Don Dracoulis is a healthcare executive with almost 20 years of experience with a varied career in executive leadership positions in hospital administration, medical groups, process improvement, and finance that has spanned nonprofit, for-profit, academics, private and public organizations. He is a Fellow in the American College of Healthcare Executives and serves as the President of the ACHE South Texas Chapter. He currently leads the Baylor College of Medicine medical group in San Antonio. Prior to this, he held executive positions with Mednax, PMA, Rideout Health, Dignity Health, Community Health Systems, and others. He received an MHA from Cornell University and a BA from Brigham Young University.

Stacy Foremski has been appointed as the Vice President, Associate Administrator of Babcock Specialty Hospital. She has served as Executive Director of Operations to the President & Chief Executive Officer of University Health. She has been responsible for managing and coordinating key initiatives and overseeing operational improvement projects and activities. Prior to joining University Health, Stacy held management positions in ambulatory and inpatient settings.

Stacy holds a Bachelor’s degree in Healthcare Administration/Management from Park University and a Master’s in Health Administration from Texas State University in San Marcos, Texas. Stacy has been in healthcare administration since her military career started in the Air Force in 2002.

Ms. Sarah Guerard is the Vice President of Clinical Operations for the HealthTexas Primary Care Doctors. She has extensive healthcare experience to include leadership positions at the VA San Diego Healthcare System, the VA Texas Valley Coastal Bend Healthcare System, and North Central Baptist Hospital where she completed her fellowship in healthcare administration. Ms. Guerard is a native of Sacramento, California, received a Bachelor of Science Degree in Business from Hawaii Pacific University, and a Master of Science in Healthcare Administration from Trinity University in San Antonio. Ms. Guerard is a Fellow of the American College of Healthcare Executives (FACHE) and a graduate of the VA Healthcare Leadership Development Program. I began my career in hospitality and hotel management before transitioning to healthcare as the Manager of Environmental Services (EVS) at CHRISTUS Santa Rosa Hospital. I then moved to NIX Hospital, where I served as the EVS Director. Over the past 10 years, I have been with the Methodist Healthcare System, where I have held several leadership roles. I began as the Director of Environmental Services at Methodist Hospital | Stone Oak, before advancing to the position of Administrative Director of Operations. In these roles, I managed multiple departments, including Food and Nutrition Services, Environmental Services, and Valet Services.

I later joined Methodist Hospital | Metropolitan as the Administrative Director of Clinical Operations, where I expanded my responsibilities to oversee Respiratory Therapy, EVS, FNS, Rehabilitation, and Pregnancy Clinics. I was eventually promoted to Vice President of Operations at Methodist Hospital | Metropolitan, where I led key departments such as Imaging, Laboratory, Facilities, Security, Biomed, and Property Management.

Currently, I serve as Vice President of Operations at Methodist Hospital, overseeing Rehabilitation, PT/OT, Wound Care, Endoscopy Lab, EVS, and FNS, while also serving as the Co-Ethics and Compliance Officer.

In this role, Wade leads a high-performing team overseeing Facilities Management, Construction, Food and Nutrition Services, Environmental Services, Laboratory, and Security. Wade is a seasoned healthcare executive with over 20 years of leadership experience driving operational excellence across integrated healthcare systems, hospitals, ambulatory surgery centers (ASCs), outpatient centers, and strategic partnerships.

Wade previously served as the Chief Operating Officer and Deputy Wing Commander of the San Antonio Air Force Healthcare Division (59th Medical Wing) and Wilford Hall Ambulatory Surgical Center. He led one of the Department of Defense’s largest medical campuses, serving over 75,000 enrollees and supervising a $519M operating budget. His leadership led to a 30% increase in OR volume, millions in new revenue, and strategic growth in patient enrollment and access.

Wade holds a Master of Healthcare Administration from the Medical University of South Carolina, a Master of Strategic Studies from the U.S. Air Force Air War College, and a Bachelor of Science in Management from the United States Air Force Academy. He is a Fellow of the American College of Healthcare Executives (FACHE) and an active leader in the San Antonio healthcare community.

Nicholas McGregor is a Medical Service Corps Officer in the U.S. Army and a current MHA candidate at Baylor University. His academic background includes degrees in Biology and Chemistry from the University of West Georgia and a Master of Medical Biology from Georgia State University — a foundation that shapes how he thinks about healthcare: with an orientation toward evidence, systems, and outcomes.

Over nearly seven years, he has held a range of operational healthcare roles — emergency medical transport, deployed clinic administration, medical supply chain management, and medical company command. The through-line across those assignments has been less about the position and more about the approach: building teams that function well under pressure, developing people who didn't need him to function, and creating programs with enough structure to outlast his tenure.

He is currently completing his MHA at Baylor University, pairing an operational background with the administrative and strategic frameworks the degree provides. Within ACHE, he serves as Mentorship Director for the South Texas Chapter, where he developed the chapter's formal mentorship program — including its governing procedures and accountability tools for mentors and mentees. He took the role because he believes professional development shouldn't be left to chance, and that building accessible, structured mentorship is one of the more meaningful things a chapter can offer its members.

Major Tony Eshoo is an accomplished healthcare administrator and U.S. Army Medical Service Corps officer with extensive experience leading complex healthcare operations across military and civilian systems. He currently serves in an executive leadership role supporting strategic growth, operational performance, and service-line expansion initiatives within high-acuity medical centers.

MAJ Eshoo has led and supported enterprise-level initiatives spanning trauma services, surgical optimization, inpatient throughput, specialty program development, and access-to-care expansion. His leadership portfolio includes driving OR utilization improvements, advancing sterile processing workflow optimization, expanding infusion services, and aligning military treatment facilities with civilian healthcare network partners to improve access, financial performance, and patient outcomes.

MAJ Eshoo is a graduate of the Baylor University Graduate Program in Health and Business Administration and actively engages in executive leadership development through ACHE and military professional education. He is passionate about aligning operational excellence with servant leadership principles and building high-performing teams across multidisciplinary environments.

Chris is currently serving as the Reserve Affairs Deputy Director for US Army Medical Command at Joint Base San Antonio, Texas under The Office of the Surgeon General Lieutenant General Mary K. Izaguirre. MEDCOM provides medical, dental, and veterinary capabilities to the Army and designated DoD activities; operates fixed facilities; conducts medical research, materiel development and acquisition; educates and trains personnel; and develops medical concepts, doctrine, and systems to support Army healthcare delivery and medical readiness.

Chris was previously assigned as the Regional HQs Readiness Force Integrator, she achieved seamless collaboration and synchronization between Enterprise partners, DHN, W, USAR and ARNG support to optimize medical force generation at the Active Mobilization Force Generation Installation (MFGI) platforms. Led the Medical Assessment Team that conducted a Pilot Alternate Site, directly set the conditions for a virtual medical gateway, by establishing end of the day reporting, mitigating provider variance, reporting requirements on DA 2697 and a Virtual Medical Review Board for Follow on Care disposition. As a result, over 2K Soldiers completed DEMOB in four days, compared to the current 10-14 day model. The pilot demonstrated that substituting a targeted model: consisting of PDHA screening, provider interviews and Medical Review Board adjudication proved scalable and medically sound. This unified effort enabled the deployment and redeployment of over 200K Soldiers.

She enlisted into the United States Army in 2000 as a Preventive Medicine Specialist. She accepted an Army ROTC scholarship and graduated from the University of Hawaii with a Bachelor’s of Arts in Interdisciplinary Studies focusing on premed. In 2006, she commissioned as a Medical Service Corps (MSC) Officer and began her military career. With over two decades of experience in leadership roles, including operations management, human resource management, and healthcare administration. Her expertise lies in coordinating and collaborating with multiple agencies to enhance team efficiency. She later completed her Masters in Business Administration focusing on Strategic Leadership in 2021 from Trident University.

Forrest A. Daniels, DSc, FACHE, began his healthcare career as an Administrative Fellow at Northwestern Memorial Hospital in Chicago under the tutelage of president & CEO Gary Mecklenburg (Retired). Since then, and with an emphasis on serving the nation’s medically underserved, working poor and uninsured over his 30+ year career, he has held various senior management positions in myriad community-based (e.g., hospitals and federally qualified health centers) organizations, correctional healthcare environments and a national chronic disease organization. Forrest is also the founding executive director a foundation dedicated to raising philanthropic dollars for a disproportionate share hospital on Chicago’s West Side. He currently serves as Associate Professor of Practice and Inaugural Director of the Undergraduate Health Administration program at The University of Texas at San Antonio where he’s excited to prepare the next generation of healthcare leaders.

A graduate of Howard University (BBA-Accounting) and Indiana University (MPA-Health Services Administration), Forrest earned his Doctor of Science in Healthcare Leadership from The University of Alabama-Birmingham. He is board certified in healthcare management, a Fellow of the American College of Healthcare Executives (ACHE) and a 2015 recipient of the ACHE Chairman’s Service Award for his contribution to healthcare management excellence through his volunteer service to the profession and College. Marla Sandoval grew up in Elsa, Texas and from an early age she knew she wanted to make a
difference in people’s lives. Over the past 17 years, she has built a career in healthcare with
experience in marketing, business development, and operations, dedicating herself to creating
programs and building partnerships that expand access to quality care across South Texas. She
earned a Bachelor’s degree in Business from the University of Texas-Pan American and a
Master of Business Administration from Texas Woman’s University.

Marla currently serves as the Director of Business Development at Valley Regional Medical
Center in Brownsville, Texas, where she leads strategic initiatives that drive growth, expand
service lines, and strengthen partnerships. Her career has been guided by a strong sense of
purpose, expanding access, building partnerships, and meeting the evolving needs of the
community, all while bridging strategy and service to drive sustainable growth. Her work has
been defined by her ability to create lasting impact. Driven by a deep commitment to service,
healthcare, public health, and education, she is passionate about bridging strategy and
implementation, expand access, strengthen care delivery, and improve the overall patient
journey.

Marla’s commitment to service extends beyond her professional role. She serves on the boards
of the South Texas Chapter - American College of Healthcare Executives, RGV Partnership,
Moody Clinic and Texas Healthcare Alliance Chamber of Commerce lending her expertise to
strengthen organizations that make a difference in the Rio Grande Valley and beyond.
Internationally, she has volunteered with Honduras Good Works, supporting rural healthcare
programs, providing translation services, and helping expand access for underserved
communities, experiences that deeply shaped her understanding of global healthcare needs.
